Request for Proposal (RfP) for Management of Port of Sohar Mineral Bulk Terminal
Introduction:
Sohar Industrial Port Company (SIPC) was established in 2002 pursuant to a Concession Agreement between the Government of the Sultanate of Oman (GSO) and Port of Rotterdam (POR) to develop and manage the Port of Sohar and the Port’s industrial area until 2043. At the moment the area is measuring approximately 21 km2.
Actual work started in 2003 and in seven years time an effective port and industrial complex has been created. Sohar’s strategic location, deep draught of 18 meters and available infrastructure developed by SIPC, make it the ideal gateway to the entire Gulf Region. To date US$ 16 Billion has been invested in terminals, installations and infrastructure by both Government and private sector parties.
New Development:
One of these latest projects under execution is the construction of 1,3 km deep draft jetty (25 meters) to allow the import and export of iron ore and pellets.
This project is now creating the perfect opportunity for SIPC to develop the infrastructure for a mineral bulk terminal.
Oman, and more specifically the Sohar greater area, is rich of minerals (aggregate, grabbo, limestone, and chromite) which currently cannot be handled efficiently through Omani ports and are on large scale exported through neighboring countries.
Request for Proposals:
SIPC would like to invite independent Terminal Operators (TO) to send proposals to provide Terminal and Bulk Handlings Services in Port of Sohar, commencing on a temporary facility in Q4 2010 whilst setting up permanent facilities during 2011 on the constructed marine infrastructure.
The TO will operate and invest in various facilities. On the basis of a mutually agreed formula, the TO is allowed to charge an operating/handling fee to the users of the facility. The rules & regulations on how to operate the terminal will be issued by GSO and SIPC. A common storage area of 30ha will be operated to allow import and export of minerals for all parties that wish to utilize the facilities available in Port of Sohar. Amongst other superstructure, TO needs to invest in a conveyor belt system (approx 4 km.) that will connect the storage facility with the handling platform. This Jetty-Platform with a length of 220 meters and a water depth of 16 meters will be developed alongside the trestle which is now being constructed as part of the iron ore Jetty- project.
Terminal operators interested in the establishment of these Bulk Handling services are kindly requested to submit a letter of interest, in which the following, but not limiting, details are displayed:
1. Business structure; sole entity or in consortium with partners. Please explain and give some background on the consortium
2. Summery of current terminal operations of the sole entity or consortium in other ports
3. Strategy on how independence and service level is guaranteed for all the different users whom will import and export via the terminal
Procedure:
Upon receipt and satisfactory analysis of the provided qualification criteria we will provide you with the detailed construction details of the permanent handling platform, the Terms of Reference for the use of the temporary facility and the Lease Agreements for the marine infrastructure and storage area.

Port of Sohar Ship to Ship (STS) Service Provider
Sohar Industrial Port Company (SIPC) was established in 2002 pursuant to a Concession Agreement between SIPC and the Government of the Sultanate of Oman (GSO) to develop and manage the Port of Sohar and the Port’s industrial area measuring approximately 21km². SIPC is a joint venture of equal participation by the Government of the Sultanate of Oman and the Port of Rotterdam (POR).
Actual work started in 2003 and in seven years time an attractive and thriving port and industrial complex has been created. Sohar’s strategic location, deep draught of 18 meters and available infrastructure developed by SIPC, make it the ideal gateway to the entire Gulf Region. Businesses and industrial facilities now located at the Port include three World class Terminals, a Hydrocarbon and a Steel cluster. More than 11.000 employees currently work at the Port, and the number of employees is expected to increase to 26.000 by 2016.
With the increasing demand for Ship to Ship (STS) operations at Sohar Industrial Port (SIP), it is only natural that, the introduction of a STS Service Provider is considered. Transferring bulk liquids and gases from STS is a highly technical and challenging operation that requires not only specialized skills and equipment, but also prompt mobility and in depth experience in dealing with contingency situations.
STS Service Providers are hereby invited to submit a proposal to offer STS Services, by boat, to vessels in the SIP Concession Area. These Services shall contain, but are not limited to, the supply of equipment (hoses, fenders, etc), certified mooring and unmooring services by mooring master and certified superintendency.
The proposal should contain the following (not limited) elements:
- Description on how the STS Operations will be planned at SIP;
- Confirmation that you will ensure to have a Tier 1 oil spill response coverage in place.
- Confirmation that you will ensure to have Tier 1 fire fighting response coverage in place;
- Confirmation that you are in compliance with International Rules and Regulations as stipulated in the OCIMF and IMO;
- Description of the boat that will assist in transferring of personnel, equipment and fenders;
- Proposed license fee to be paid to SIPC.
SIPC will use an open assessment procedure to select a suitable candidate that will obtain a non-exclusive license under which it will be permitted to offer these services.

Tender No: 269/2010 Extension of Chiller Compound for Sohar Industrial Port |
· This is for the supply, delivery, installation and commissioning of a small office and workshop facility within the existing chiller compound.
· The companies can collect the tender documents from SIPC office in Sohar at the Port Administration Building from 9.00hrs Monday 30th August 2010 till 15.00hrs Wednesday 6th September 2010.
· Tenders shall be submitted in hard copy only.
· Tenders shall be addressed to SIPC Head of Tender Committee in red waxed sealed envelope, endorsed be the tender name.
· The exterior of the sealed envelope shall not reveal the identity of the Tenderers.
· The sealed Tender envelopes should be deposited in the tender box kept at the reception desks of SIPC offices in Sohar before 16:00 hrs Saturday 18th September 2010
